Sustainable Development Strategy - Annual Report 2023-24

The Sustainable Development Strategy Annual Report (2023–2024) was approved by the Board of Directors. The report will be sent to Public Services and Procurement Canada for tabling in Parliament this fall.

By March 31, 2024, the NCC had made progress on all of its indicators.

Some highlights of the report include:

  • A 19% increase in shuttle usage to and from Gatineau Park.
  • Procurement of the first electric trucks.
  • Remediation of 0.73 ha on Victoria Island (a total of 3.26 ha).
  • A 54% reduction in greenhouse gas (GHG) emissions since 2005.
  • Development of the first net-zero plan for the property portfolio.
  • Training of employees in safe bird handling practices and monitoring of collisions near buildings.
  • Protection of 17 ha of forest within the Larrimac ecological corridor adjacent to Gatineau Park.

The Sustainable Development Strategy includes a series of actions that contribute to the development of sustainable communities, responsible consumption, action on climate change, and the natural capital.

Climate Adaptation Plan

The NCC’s first Climate Adaptation Plan was presented to the Board of Directors.

This plan builds on our 2022 Climate Vulnerability and Risk Assessment, which identified risks to NCC operations over the next 80 years. The plan includes 35 actions to increase the NCC’s resilience to climate impacts.

Alexandra Bridge Replacement Project Update

The Board of Directors received a progress report on the Alexandra Bridge Replacement Project, which included an overview of upcoming next steps.

The integrated project team, composed of representatives from Public Services and Procurement Canada and the NCC, provided updates on the progress made in recent months on several fronts, including:

  • Continued engagement with Indigenous communities and key stakeholders;
  • Work performed by the Independent Review Panel;
  • Presentation on the project to the NCC’s Advisory Committee on Planning, Design and Realty;
  • Progress on planning, studies and analysis.

Public consultation on bridge concept options will take place in fall 2024.

Construction for the Alexandra Bridge Replacement Project is expected to begin in 2028.

Fallowfield - CFIA

The Board of Directors approved the 100% schematic design for the Regulatory and Security Science main hub at 3851 Fallowfield Road.

This is the last step before the development of the design, which will also be subject to the Board of Directors’ approval. The schematic design is aligned with the NCC’s Greenbelt master plan and project master plan. It will offer modern and specialized facilities for federal research.

This is a Public Services and Procurement Canada project, on behalf of Laboratories Canada.

80 Elgin Modernization and Rehabilitation

The Board of Directors approved the 100% developed design for the 80 Elgin Office Modernization and Rehabilitation Project.

This project will enable the NCC to move its headquarters into the former British High Commission building, creating a modern and efficient workspace for its employees. The project includes improving the building’s accessibility and sustainability. It also aims to create new public spaces, including public consultation and commercial spaces.

The move will take place in 2025.
