Hugues has over 20 years’ experience as an urban and transportation planner, 12 of which have been with the NCC as senior planner. He lends his expertise on land use plans and policies integrating land use planning, environmental protection and sustainable travel practices. He is also responsible for the Gatineau Park Master Plan review. Hugues holds a bachelor’s degree in Urban Planning from the Université de Montréal and a diploma in project management from the Université du Québec en Outaouais.
