The National Capital Commission (NCC) is seeking a proponent to revitalize a historic building on the shores of the Ottawa River and develop the adjacent lands to provide much-needed housing in the Capital Region. This is a once-in-a-lifetime opportunity to develop an iconic site, the Servantes de Jésus-Marie Congregation Monastery, nestled within a park with views of the river and Parliament Hill.
Building on the NCC’s consultation and planning for this site, this request for offers (RFO) includes a specific emphasis on the creation of new housing, along with the opportunity for public-facing uses that seamlessly integrate with the surrounding greenspace and the rich history and cultural significance of the site. This site presents great potential for riverfront homes and commercial opportunities that showcase historical architectural features within a vibrant and dynamic context.

The total area of the land available is approximately 2.51 hectares (6.20 acres) and includes three parcels of land:
- Monastery building
- Gross floor area: approximately 7,339 m2 or 78,996 ft2
- Sits on 0.87 hectares (2.15 acres)
- North parcel (undeveloped)
- 1.03 hectares (2.55 acres)
- South parcel (currently a paved parking lot)
- 0.61 hectares or (1.5 acres)
Submit an offer
Interested parties are invited to review the RFO and submit a proposal expressing their vision for the redevelopment of this unique property. The NCC will select one proponent to enter into an emphyteutic agreement (similar to a ground lease under the Quebec Civil Code). Proposals must include the renovation of the main portion of the existing Monastery building and respond to the opportunity to develop the undeveloped parcels of land to the north and south of the Monastery.
The deadline to submit offers is November 15, 2024 at 5 pm EST.
