Capital Urban Lands Policy Updates

The Board of Directors has just approved amendments to:
- the Capital Urban Lands Plan
- the Ottawa River South Shore Riverfront Park Plan
- the Policy for Community Gardens
The amendments to the Capital Urban Lands Plan and Ottawa River South Shore Riverfront Park Plan reflect the NCC’s continued intent to facilitate the development of diplomatic missions on NCC property at 1 and 19 Kichi Zībī Mīkan.
The Policy for Community Gardens has been updated and extended until a full review of the Capital Urban Lands Plan.
Tunney's Pasture Master Plan amendment

The Board of Directors has approved the Tunney’s Pasture Master Plan amendment. It has also approved the disposal of select land parcels from Public Services and Procurement Canada (PSPC) and Health Canada to Canada Lands Company (CLC).
These land parcels will allow for the development of a new, mixed-use community and contribute to Canada’s Housing Plan.
Canadian Paramedic Monument - site selection

The Board of Directors has approved the site for the Canadian Paramedic Monument. The monument would be located on the edge of Commissioners Park, along the Queen Elizabeth Driveway. The site is accessible year-round and at all hours of the day, reflecting the nature of the profession.
This approval reserves the site for the monument and supports the Canadian Paramedic Memorial Foundation’s fundraising efforts. The monument would honour paramedics who lost their lives in the line of duty and celebrate those who risk it serving the people of Canada.
Canadian Heritage is the lead department of this project. As landowner of the site, the NCC would handle the completed monument’s long-term operation and maintenance.
Indian Residential Schools National Monument (First Nations, Métis and Inuit) - site selection

The Board of Directors has approved the site for the Indian Residential Schools National Monument (First Nations, Metis, and Inuit). The monument will overlook the Ottawa River to the west of the West Block building on Parliament Hill, in Ottawa.
A survivor-led steering committee selected the site by consensus, in collaboration with the Algonquin Anishinabe Nation and Survivors. The committee also changed the name of the monument to include “Indian,” as per the 1876 Indian Act. The committee will remain involved, ensuring every step of the project is grounded in Indigenous values.
This monument will be a contemplative space to remember, honour, educate, heal and reconcile. It responds to the Truth and Reconciliation Commission Call to Action #81.
Canadian Heritage is the lead department for this project. As a next step, a design team and concept will be selected through a two-phase design competition. Construction should begin in spring 2027 and inauguration should take place in summer 2028.
Real Estate transactions for Centre Asticou

In June 2024, Public Services and Procurement Canada (PSPC) and the Government of Quebec entered into an agreement for the transfer of the Asticou Centre building in Gatineau, Quebec, along with part of the land, to the Government of Quebec, to enable the future Centre hospitalier affilié universitaire de l’Outaouais to be developed on the site.
As part of this agreement, 8.9 hectares of land near the Asticou Centre will be transferred to the NCC and added to Gatineau Park for conservation.
Today, the Board of Directors instructed NCC staff to proceed with the next steps required to finalize this transaction. Any future developments on the Asticou site will be subject to NCC approval.
Alexandra Bridge replacement project update

NCC Board approves preferred design concept for the replacement of Alexandra Bridge
The National Capital Commission’s Board of Directors granted an initial Federal Land Use and Design Approval for the preferred concept for the replacement of the Alexandra Bridge. Motion was selected through an extensive evaluation process of three proposed design concepts, considering multiple criteria. The process also leveraged feedback from various stakeholder groups, including a public consultation held in October 2024.
Motion achieved the highest score in the evaluation process, which includes criteria of architectural aesthetics, integration with the natural landscape, and user experience and mobility, including prioritization of active modes of transportation.
