Lise Bernier is a consultant with expertise in human resource management and ethics. She has acquired significant experience as a senior manager in the public service, and has a strong record of achievements in the areas of re-engineering, restructuring, strategic planning, negotiation and consensus building. In the Quebec government, she has held senior management positions in the Ministère de la Culture et des Communications, Ministère du Revenu and Ministère de l’Éducation, as well as at the Commission québécoise des libérations conditionnelles. At the federal level, she has served in senior management capacity at Indian and Northern Affairs Canada, and the Canada Employment and Immigration Commission, after having held middle management positions at the Department of Justice Canada, and Health and Welfare Canada. Ms. Bernier sat on the Board of Directors of Promotion Saguenay and the Service budgétaire et communautaire de Chicoutimi (SBCC), where she provided expertise in preparation and coaching for management succession, recruiting, skills development, and ethical management. In addition, she volunteered with Palli-Aide, a palliative care organization which is very important to her. Lise Bernier holds a master’s degree in Public Administration from the École nationale d’administration publique, along with a specialized graduate diploma in applied ethics from the Université du Québec à Chicoutimi. In addition to her further academic training in administration, Ms. Bernier, who began her career in the field of education, also has a bachelor’s degree in Pedagogy and a teaching certificate.
