Dow’s Lake Pavilion and Marina sit next to Commissioners Park at 1001 Queen Elizabeth Driveway. It is a well‑known waterfront spot in Ottawa connected to the popular Rideau Canal Western Pathway.

The NCC is looking for proposals to design, build and operate a new series of commercial docks at this location starting on May 15, 2026. Proposals should come from experienced marina operators or from proponents with similar, proven experience.

The NCC plans to offer the selected proponent a five‑year lease that would run from May to October each year.

Scope

The NCC is inviting proposals for the following:

  • marina management and operation of motorized boats; and
  • recreational, non-motorized boat rental services (i.e. non-motorized water rental equipment [mandatory], such as kayaks, pedal boats, paddleboards, canoes and bicycle rentals).

This request for proposals does not include the operation of any restaurants, as they are already leased to tenants.

Requirements

The NCC values strong urban design, environmental care and sustainable practices. Proponents must show that they have the experience, capacity and design approach needed to deliver this project. Submissions should also demonstrate how the proposal meets NCC planning policies and guidelines.

Federal land use and design approvals are required before operations can begin, and proponents must review the Proponent’s Guide to the NCC’s Federal Land Use, Design and Transaction Approval Process. Approval timelines may change, and approvals are not guaranteed.

Preference will be given to proponents who complement existing NCC initiatives and who have proven experience and success running similar operations.
